Indiana Governor Mike Pence today flatly refused to expand the traditional Medicaid program in Indiana, instead requesting federal approval to use the Healthy Indiana Program, or HIP, to serve an expanded Medicaid population. Governor Pence called Medicaid, “broken”and that an expansion of traditional Medicaid under the Affordable Care Act would cost taxpayers upwards of two-billion dollars over the next seven years. Pence also called for the Healthy Indiana Program model to be the basis for a reform of the entire Medicaid program, and requested that Health and Human Services grant Indiana a three-year extension for the Healthy Indiana Program, allow it to run through 2016.
